PMP’s Rental Division first earned the CRMC® (Certified Residential Management Company) designation, from the National Association of Residential Property Managers (NARPM®), in October 2009. This prestigious designation is held by only forty-seven property management companies nationwide and is reflective of the professional commitment made to the industry by Property Management People, Inc. NARPM®, the nation’s only professional organization for managers of single-family and small multi-family residential properties, has over 6,000 members. 

“Receiving the CRMC® designation is the culmination of our staff’s tireless work in maintaining the highest professional and ethical standards, while consistently providing expert service to our clients,” stated Rose Thomas. The professional designation is awarded to property management companies that demonstrate a high standard in procedures and customer service.

Requirements to achieve this certification include an independent auditor performing a detailed examination of the company, recommendations from clients and peers, and meeting exacting standards in all areas of operation, from documented policies & procedures to ongoing staff training on Fair Housing and Landlord/Tenant laws. Recertification takes place every three years.

Kyle Thomas grew up watching his parents build PMP and decided to join the business in 2013.  He started as an Assistant Community Manager and then moved into a Community Manager position.  Mr. Thomas will use his current role to mentor, assist, and provide guidance to the PMP Frederick staff.

I have worked in the Real Estate and HOA Management business for 15 years with a gradually increased workload. I started out as an Administrative Assistant and worked my way up the ranks as a Rental Maintenance Coordinator, HOA Onsite Community Manager for various high-end communities and now my current position as the Sr. Portfolio Manager for our Gaithersburg office.

My main objectives as a Sr. Portfolio Manager are to support and mentor the administrative and community manger staff and be present with my experience to assist when needed. I also want to build relationships with the communities we manage and be an additional resource to the Boards. I am a firm believer that the community and management relationship is built on teamwork where we all do our part to achieve mutual success and reach the community goals. I want the Boards to view the PMP Community Managers and Management team as a trusted advisor and not just another vendor. I use the analogy of a sports team and I see the Board of Directors as the owners of their team (community) and we as the management team are the head coach running the day to day and working hard to succeed.


I have achieved the credentials of Certified Manager of Community Associations (CMCA), Association Management Specialist (AMS) and Licensed Community Association Manager (LCAM) in the state of Florida. I am currently working towards my Professional Community Association Manager (PCAM) designation and hope to achieve by the end of 2023.


I look forward to assisting you with your Community Management needs and I look forward to having PMP join your team.

Rose Thomas started PMP over 40 years ago, with a handful of clients, determined to be the best property management company in Frederick. And though we’ve grown a lot, PMP is still dedicated to giving every client the same excellent service.

PMP’s application process includes credit history, employment history and rental history; late fees are charged and court papers filed if rent is not paid by the fifth of the month; and we do a thorough, documented inspection of your property prior to every lease renewal and at move-in and move-out. PMP uses current technology to help you keep accurate, detailed financial records and issues monthly and year end statements.

Edward D. Thomas, is the Founder, Broker and PMP’s Community Management Department Executive. He has over twenty years of direct, hands on, day to day association management experience. Mr. Thomas earned the distinguished PCAM designation awarded by the Community Association Institute (CAI) in May of 1989 and was awarded the AMS (Association Management Specialist) designation in 1991. Additionally, Mr. Thomas was among the first in the nation to be awarded the Certified Manager of Community Associations (CMCA) designation in 1996.
